The primary activity of the TCAR is to undertake research that provide scientific evidence to support inclusive social-economic growth, management process to strengthen capabilities in consumers’ policy analysis, policy development and management in order enhance the understanding of consumer policy options in the government, civil society, the donor community and the growing private sector.

TCAR takes issues related to social services and social protections as very crucial in the process of social economic transformation and consumers’ welfare. TCAR’s research initiatives will identify strength and weaknesses of our social protection as ‘a set of policies and programs aimed at preventing or protecting consumers against poverty, vulnerability and social exclusion throughout their life-course, with emphasis on vulnerable groups in the demand side.
Establish TCAR research Themes
– Food safety/ Biosecurity, Plant and animal Health, Standard-Quality Infrastructure (SQI), Sanitary and Phytosanitary (SPS) research in achieving safe agricultural productivity, food and nutrition security, sustainable agriculture and economic growth
– Inclusive financial sector from banking, insurance, pension, securities, SACCOs, Non-bank payment service providers/regulated and non-regulated MFIs and lenders
– Human settlements- cost-of-living-crisis, clean energy, affordability and availability of public services, urban transport, lifestyle choices, youth and women challenges in rural and urban set-ups.
– Best Practices on production and service deliver/safety/value for money
– Information sharing, knowledge transfer and dissemination
– Addressing consumers’ barriers…. Impact Assessment in/for/on e-commerce, cross border trade, digital financing including block-chain and crypto currency
– Independent products testing, conformity assessment (Certificate of Conformity) Destination Inspection
- Conduct pre-and post-tax assessments giving economic arithmetic whether encourage or discourage economic growth or discouraging consumption, assessment on tax burden across income classes, Study on reaction of consumers to an unanticipated tax change
